Los Angeles Municipal Code 80.69.4 criminalizes individuals who park oversized vehicles (over 22 feet in length or over 7 feet in height) from the hours of 2:00 am to 6:00 am in restricted zones, as designated by street signs. Examples of oversized vehicles include RVs, buses, and vans.
This ordinance targets people living in RVs, vans, and other large vehicles. 80.69.4 does not direct the City to provide outreach or services to people who will be displaced by the law and does not direct the City on where people should go once they are cleared from restricted zones.
Since 2006, hundreds of oversized vehicle parking restriction zones have been approved by City Council. For nearly two decades, City Council has been creating these zones and criminalizing people who own or park oversized vehicles in them.
City Council has failed to track these zones and their locations. Our Office created this analysis to help the community understand the impact of oversized vehicle restriction zones and where they are located.
Our analysis determined that there are 1,367 oversized vehicle parking restriction zones throughout the City. Because these zones are driven by Councilmember discretion, they are unequally distributed across the City.

The number of Angelenos living in RVs has been growing since 2018. According to the 2024 LAHSA Homeless Count, there are 3,691 RVs used as dwelling on LA streets.

People living in RVs have no dedicated sites where they can safely park their RVs and sleep at night. Out of the 15 Safe Parking sites throughout the City, none accept RVs
